Name   Primary Adult Care Program (PAC)
Non-Financial Eligibility Conditions   A resident of Maryland who is:
  • Not in prison or jail
  • Not receiving Medical Assistance
  • A citizen of the United States or an alien lawfully admitted to the U.S. in specified categories
  • People eligible for QMB benefits or TDAP benefits are automatically eligible COMAR 10.09.60.03
  • Income Eligibility Conditions   Gross countable household income not more than:

    (Apply $20 Income Disregard -See Note Below)

    Individual: $987
    Couple: $1,141

    Do these numbers change?

    Note: $20 may be subtracted from your gross income; if the $20 subtraction reduces the income to the number listed above, the you probably qualify for the benefit.

    Certain income is not counted You must meet this income guideline after the excluded and disregarded income is subtracted.

    Asset Eligibility Conditions   Countable household assets not more than:
    Individual: $4,000
    2 or more individuals $6,000

    Do these numbers change?

    Assets are counted as of the first day in the month that you apply. Some resources are excluded.

    Benefit   Helps Maryland residents pay for medically necessary prescriptions, Primary Care visits and outpatient mental health services

    The co-payment for mental health and HIV / AIDS prescriptions will be $2.50 for generic drugs and some brand name drugs. Certain brand name drugs will have a $7.50 co-payment.

    Appeals

     
    • You can appeal any denial, termination, suspension, or reduction of benefits.
    • Appeals must be filed in writing at the DSS office.  It is best to file it in person and to get a receipt showing that you filed the appeal.
    • Appeals must be filed within 90 days of the action, or you cannot appeal.
