Child Care Benefit News The Maryland Department of Human Resources provides child care assistance for very low-income families. For a list of other child care government benefits here. Early Periodic Screening, Diagnosis & Treatment Program (EPSDT) Summary (Maryland) Many figures used to calculate EPSDT benefits are revised annually by the Department of Health and Mental Hygiene (DHMH), the state agency that administers the program. These figures are usually updated in October or November and on the DHMH website. Maryland Children's Medical Services (CMS) Summary The financial and medical deduction eligibility guidelines for Children's Medical Services (CMS) have been effective since February 9, 1999. The program is administered by the Department of Health and Mental Hygiene (DHMH). Any revisions to the guidelines can be found in the Code of Maryland regulations (COMAR) 10.11.03.
