Local Plans

Baltimore City and each county have their own local policies. The local plans are public documents.

Copies of local plans available through:

Local Department of Social Services (DSS) offices.

The Family Investment Administration (FIA) Bureau of Work Programs can assist in obtaining copies of local plans and has plans going back three years.  Copies cost 25¢ per page; this may be waived for non-profits or if the information is to assist FIP aid recipients. Requests should be made in writing.  Shipping costs vary by weight.  If a request involves extensive research, a charge will apply after the first 10 hours, based on the number of additional hours required and the hourly salary of the researcher.  You can visit DHR offices in person to make copies, avoiding research or shipping fees.
