Primary Adult Care Program (PAC)

The Primary Adult Care Program, or PAC for short, offers health services to people 19 and over who make limited amounts of money each year. It helps Maryland residents pay for medically necessary prescriptions, primary care visits, outpatient mental health services, hospital bills for medical emergencies, and all of the services that are covered by the Maryland Family Planning Program except sterilization (tubal ligation).

This program is for individuals or childless couples 19 and over who make limited amounts of money each year.  If you have children under the age of 21 in your home, please apply for Maryland Medical Assistance for Families.

The co-payment for mental health and HIV/AIDS prescriptions will be $2.50 for generic drugs and some brand name drugs. Certain brand name drugs will have a $7.50 co-payment.

A resident of Maryland who is:

  • Age 19 or over
  • Not in prison or jail
  • Not receiving Medical Assistance
  • A citizen of the United States or an alien lawfully admitted to the U.S. in specified categories
  • People eligible for Temporary Disability Assistance Program benefits are automatically eligible COMAR

Many figures used to calculate the Primary Adult Care Program (PAC) are revised annually by the  Department of Health and Mental Hygiene (DHMH), the state agency that administers the program. These figures are usually updated periodically and can be found in the Code of Maryland Regulations (COMAR) The figures noted effective in 2011. Note that there are certain restrictions on what counts towards your income and asset amount when determining your financial eligibility for PAC benefits.

Eligibility for the PAC program is based on the financial resources of the family unit. The maximum current annual income is:
Individual: $12,958
Couple:     $17,551

Certain income is not counted. You must meet this income guideline after the excluded and disregarded income is subtracted.

Asset Eligibility: 

There is no asset standard for the PAC program.

  • You can appeal any denial, termination, suspension, or reduction of benefits.
  • Appeals must be filed in writing at the Department of Social Services office.  It is best to file it in person and to get a receipt showing that you filed the appeal.
  • Appeals must be filed within 90 days of the action, or you cannot appeal.
