Disability

Disability Entitlement Associates Inc. (DEAP)
Statewide non-profit helps Social Services cash benefit recipients to appeal decisions about their benefits.  As of January 1, 2006, the State of Maryland changed how the Disability Entitlement Advocacy Program (DEAP) operates.  The State no longer supports representation services for TDAP/TEMHA and PAA customers at the Administrative  Law judge hearing level.

Adult day services provide respite to family caregivers as well as provide therapeutic care for cognitive and physically impaired older adults. The department Department of Health and Human Services offers helpful information (pdf) on choosing an adult day care facility.


Maryland licenses two types of adult day services--day care and medical day care--through the Office of Health Care Quality (OHCQ) in the Department of Health and Mental Hygiene. Day care services are offered and managed by the Department's Office of Health Services (OHS) through state-funded contracts, and are subject to the state's licensing requirements.

Senior Center Plus

Maryland Lawyers for the Arts, Inc.
Provides free or reduced fee legal assistance to arts organizations and visual, performing, and literary artists.  Low-income artists and arts organizations should request and submit an application detailing their arts-related legal problem.  A small fee is required to cover administrative costs. Various civil matters, including contracts and negotiations, taxes and tax-exempt status, incorporation, copyrights and trademarks, small claims, and landlord/tenant. Those eligible for free legal assistance pay only court costs, filing fees, and out-of-pocket expenses for the legal services rendered.

IRS Nonprofit Tax Information Resources

For those who need access to the vast array of IRS rules that govern nonprofits, the IRS Exempt Organizations Manual is online.

The EOM is the key resource for nonprofit tax practice. It contains official IRS guidance on a wide variety of matters - from the definition of "charitable" to the rules governing disclosure of information - and it contains all the relevant portions of the Internal Revenue Code, Revenue Rulings, tax cases, General Counsel Memoranda, etc. In short, it allows you to find answers to nonprofit tax questions quickly and with the necessary citations and actual tax law language in one convenient (and free) place.

The IRS also posts news about new laws and regulations affecting charities. It is worth checking that page every so often in order to stay current. It can also lead you to other areas of the IRS site where answers to many questions can be found.

The department of Assessment & Taxation website Provides legal descriptions of property and valuations, information regarding appraising all taxable property at market value, information on property records, and information regarding business licenses. This information may be valuable to you if you need information regarding a company or an individual when filing a complaint.
