Maryland licenses two types of adult day services--day
care and medical day care--through
the Office of Health Care Quality (OHCQ) in the Department of Health and
Mental Hygiene. Day care services are offered and managed by the

contracts, and are subject to the state's licensing requirements.

For those who need access to the vast array of IRS rules that govern nonprofits, the

Exempt Organizations Manual is online.
The EOM is the key resource for nonprofit tax practice. It contains official IRS guidance on a wide variety of matters - from the definition of "charitable" to the rules governing disclosure of information - and it contains all the relevant portions of the Internal Revenue Code, Revenue Rulings, tax cases, General Counsel Memoranda, etc. In short, it allows you to find answers to nonprofit tax questions quickly and with the necessary citations and actual tax law language in one convenient (and free) place.
